New Short-Term Rental Regulations in Santa Barbara County

On October 1st, 2018 the following Short-Term Rental (STR) regulations and enforcement will go into effect for the unincorporated areas of Santa Barbara County:

Prohibit STRs in the following zones:

  • Residential
  • AG-I
  • AG-II
  • Resource Protection, Industrial, and Certain Special Purpose Zones

Allow STRs in the following zones:

  • Certain Commercial Zones
  • Coastal Historic Overlay Zone
  • “Homestays” will be allowed in AG-I and Residential Zones

Homestay Requirements: There may be no more than three bedrooms rented on a property at any time, only one homestay license per property is allowed, a homestay must have a nuisance response plan, and a homestay is required to have either a homeowner or long-term tenant (who can prove they have lived on the property for at least 6 months) present on the property at all times during the rental stay (this person must reside in a legal dwelling on the property). Permits for Homestays will be available at the beginning of 2018.
